Linguistic Data Consortium (LDC) - many many different corpora, e.g. speech, treebanks, parallel text, predicate argument-structure labeled text, & largish unannotated copora.
UCI Machine Learning Repository - older, but well known collection of general machine learning data sets

Natural Language Processing

FrameNet - corpus labeled with frame semantics
Proposition Bank (propbank) - Penn Treebank augmented with predicate-argument relations.
Microsoft paraphrase corpus - download from here
MUC 2, 3 & 4 data - Message Understanding Conference (information extraction task/data-set). MUC 6, 7 data sets are available from the LDC
Pascal Recognizing Textual Entailment (RTE) challege - binary entailment data set (applicable to IR).
Open CRS - 8000+ congressional research reports
EUR-Lex - The portal to European Union Law - EU legislation in all of the EU languages.
Brown corpus - [full text] [distributed with nltk]

Information Retrieval (IR)

Text REtrieval Conference (TREC) data
Reuters-21578 - older but widely used text categorization corpus. Based on 1987 newswire.
Reuters Corpus Volume 1 (RCV1) - newer text categorization corpus, but requires a signed agreement in order to download/use
